I have asked questions about this before, but as it comes closer to using my 2 new kayaks I am as confused as ever. It is my understanding that you must either register or get a launch permit for kayaks to be used at State Parks or fish and Boat lakes. Launch permits are $10.00 a year which is what everyone seemed to be steering me to get. Registration is $10.00 for 2 years, why would I want to get a launch permit over a registration for twice the money?
Paperwork is less on the launch permit and no numbers to stick on the boat.

I have an inflatable kickboat that I used to have to register (before they came out with the use/ launch permits) and had to display the numbers with the registration. I had them on a placard that I would attach once it was blown up. I had an incident with a PFBC Officer at a launch on the Susquehanna once. He was about to issue me a citation and then I pulled the registration placards out and stuck them on . He let me go even though they were not "permanently affixed to my vessel."
The use/ launch permit is a quick and easy form that doesn't even require proof of ownership and no additional nomenclature needed to be displayed on the boat. The letter that I got from the state along with my launch permit also mentioned that records are not kept on this permit linking the decal to your boat.
I'm pretty sure the unpowered registration and the use/ launch permit run the same amount. 2 years $18, 1 year $10.
I think it'll come down to either one is fine, but be sure to have one or the other if you're going to launch from PFBC launches or access points.
I had a launch permit on my 10 foot row boat. It was inexpensive and less paperwork. Halfway thru my first season I tripped over a trolling motor at a garage sale that I couldn't pass up. At that point I needed to actually register my boat and get numbers since I started to use a motor.
If the boat is under paddle power you only need a launch permit. If it is motorized, you need it registered. I have seen kayaks with a trolling motor while fishing. They need to be registered because they are motorized.
