We were talking to some friends about their summer vacation they have planned to a Virginia State Park and they were told about daily fee to be at the park on top of the campground costs.  I was wondering if anyone else has heard of this or had it happen to them.

I have heard of it a long time ago, but I have never encountered it.  I would think the campsite fee includes any daily fees.

I can tell you personally, as a resident of Virginia, If you pay a camping fee the don't charge an additional day use fee.

New Mexico State Parks have a Day Use charge, but only for extra vehicles the TV or Motor Home is included in the site charge and if you tow a car with a MH it's also included in the site fees.

Michigan state parks require a daily recreation pass of 2/day, or a MI resident can get an annual one for 12 bucks. Kin of a rip-off but then again, our daily camping fees are 20-23 bucks a night.
Still sucks if you want to camp 4-5 nights a year at a state park.

Georgia State Parks charge a "parking" fee per vehicle.  However, if you've rented a campsite, you get as many as two with your campsite fee.  For us, it's not a second charge.

I second what TMMull said - I've never been charged a day-use fee for Virginia State Parks when I'm a registered camper there.  We do a lot of our camping at Virginia State Parks, and have probably been to close to a third of them by now. In fact, were at one just this past weekend.  That's not to say that there's not an exception in the system somewhere, but it's definitely not the rule.

It's possible they may be talking about Shenandoah National Park (not to be confused with Shenandoah River State park) in VA which does have a vehicle entry fee.

Indiana State Parks charge a vehicle entry fee, but if you have registered for a campsite, the entry fee is good for the duration of your stay up to the 14-day maximum.

When we went to Yellowstone.  You had to pay the park fee on top of the campsite cost.
