JEH412 (John) mentioned Stovers Dam Park in the city of Lebanon, Lebanon County PA. There is not much info online for this park except:
Camping is $2.00 per night per person. Sites with electrical hook-up are an additional $10.00 per night. The park has 7 electrical campsites and 7 non-electrical sites. Contact the park rangers at (717) 274-3850 or (717) 269-0062 for camping permits.
I can camp with electric for $12 per night? 😮
I wonder if they are open year round. I know that on New Years Eve they drop a Bologna to celebrate the New Year. I was there about 5 years ago. It didn't have as much excitement as New York City, but it was something to do. Maybe we can get a couple of diehard cold weather campers together some New Years Eve 🙂

I've been at that park a number of times but never camped there ... can't see a reason to camp 6 or 7 miles from home.
I drove through the "camping" area one time and was far less than impressed. It's in a fairly open field with a few trees at the back of the sites bordering the lake. The lake, at that time, was becoming very weed choked and I can't imagine it's improved, given the state of the city's finances. Facilities are electric at some sites and porta potties. There is no dump station. Don't know for sure but I think camping opens just in time for trout season and probably ends in October. I think most users are fishermen.
The park used to have a very nice nature barn with a lot of good wildlife and environmental displays. Budget cuts took care of that and every position in the park except for absolute necessities.

I don't expect much from a campground that is less than $25 per night. I'm just looking for a place to set up my camper and enjoy some....lemondade....while sitting around the campfire.

Hibernia sounds much more inviting than Stovers Dam! It's cheap, sure, but I wouldn't give a recommendation for it.
I don't know what the extent of damage was from Hurricane Irene and Tropical Storm Lee, either. There was a lot of flooding throughout that section of Lebanon and the camping area is very close to the creek that feeds the lake.
