How many days are you using your cooler? Kitphantom is correct, the meat is going to thaw, you just need to keep it at a safe temp.
Personally, when I used a cooler, I would freeze everything I could so that it acts as ice itself keeping the cooler cold. Everything goes in a ziplock bag. It sucks when dinner is swimming.

Agree with all the previous posters - seal everything in a ziplock bag, and use double bags for raw meat that has been frozen with the intention to cook it as soon as it thaws (we learned this the hard way). One way to save on ice is to fill empty plastic bottles (from soda, seltzer, cooking oil, whatever) with water (leave upper 1/4 empty for expansion)) and freeze; for us, these generally last longer than purchased ice cubes and are more economical - plus, if you wash the freeze container at home beforehand, you can reuse the melt water as you see fit (rinsing feet, wetting dishes before washing, whatever you're comfortable with - it's pretty handy when dry camping).
I found good watertight food storage containers at wally world a few year back. Rubber seal, with 4 locking latches. I would let a $7 pound of land o lakes american float in a septic cooler of cans, bait, and what not. Keeping it cool without the water mess is by using large plastic jugs filled with frozen water. Cooler rides high for 4 days without any bagged ice. Never buy bagged ice, only blocks and you have cold beer all weeked. A 20lb bag of ice is toast by 8pm on a Friday.
