I was surprised to find out that some KOA charges by person and not by camper, what is up with that? Hope this doesn't happen to many other campgrounds.

It all depends on the campground, not all KOA's do it, and I've seen other private campgrounds do it. Some charge for the 2 adults than each child is extra, some charge for a family of four and any extra people is a charge etc. I have never seen public campgrounds do it, but like said before, thay have a certain number per site. Fort Wilderness at Disney charges per site and you can have up to 10 people per site. They are all different.

KOA has a place in the camping world... just not a place in MINE usually.

I've encountered the extra per person charge at quite a few private parks, but also at Delaware State parks. In DE, you are permitted to have 8 people per site. However, there is an additional charge for every one over the first 4.
