Not EXACTLY on the ocean, but Holiday Trav-L-Park ( http://www.campingvb.com/ ) runs a shuttle, KOA ( http://koa.com/campgrounds/vir.....nia-beach/ ) has a spot on the "beach" side of the road, and there's also First Landing State Park ( http://www.dcr.virginia.gov/state_parks/ ).
False Cape, but you're not taking your camper there. It's a boat in or walk in.
Now if you're just looking for water.... LOTS of options there.

We stayed at the KOA about 4 years ago. I believe we stayed on site 437. (W/E)
WE had 3 teenaged girls with us and they had a great time there. About a 2 mile bike ride to the beach. The sites can be very close together. Our site was on the outside of a loop with a large field behind it. The pool was nice, employees friendly. WARNING YOU ARE NEAR A NAVAL BASE. THERE WILL BE F14'S, F18'S ETC FLYING VERY LOW OVER HEAD DURING THE DAY. (I thought it was cool,but it is very loud) The camp store is well stocked, even sells beer and wine.
I like First Landing State Park. Very quiet if you get a site off the main road. Your in the bay but when your on the beach your almost at the moth of the bay. Here are a few pics of when we where there.
