There are date codes somewhere on the tires. Personally I replace them when they are bald. I have to replace my utility tires this year...they are 9 years old but have little tread left. I'm going to put the spare on it and buy 1 more new tire and then use the 2 bald ones as spares.

It is considered good practice to replace them after a certain number of years, regardless of tread life. Which means most trailer tires would need to be replaced long before the tread wears out. date codes are on the tires. By week & year if I remember correctly. So 492010 would be the 49th week of 2010. Keeping them covered from sunlight helps extend their useful life. Beyond that it comes down to how much risk you like to take. A new tire can have a manufacturing defect too. Nothing is guaranteed.
My first camper was 1986 Coleman with the original tires....
