I agree with your post.

I was solicited prior to the last election via telephone and given choices as to what I felt would help the state lower their deficit, please the people, etc.  One of the choices was utilize undeveloped land as parks or low cost housing.  You can imagine the results of that choice (not my vote).

Many States are finding 'contract services' to be less expensive than maintaining a payroll for maintenance, etc.  This applies especially to the cleaning crews and grounds crews.  I don't know that the States can utilize workkampers for groundskeeping - due to insurnace regulations.  Housekeeping yes.

But back to the original theme......it us up to 'us voters' to express our concerns to our elected officials.

Contracted service providers are taking over everywhere else, might just be a matter of time.

Unfortunately, here in PA we have had a Governor in office for eight years who thinks things from the Civilian Conservation Corps era is "old' and "outdated".  He thinks we need giant "nature inns" and glitzy casinos to draw tourists into our state.  Other parks have suffered as a result.

I write my state representatives on a regular basis, reminding them that some of us could care less about some flashy casino.  And that there are folks in our recession battered economy who can't afford $199 / night to stay in a 'Howard Johnson's With Solar Panels'.  Our CCC era parks are a treasure that need maintenance and protection.
